Leave fort joy and find a waypoint outside. You can converse with it using the Pet Pal talent, but it doesn't tell you much and seems confused. Teleport the cat (there are teleport gloves from one of the quests) to the small island near the main entrance to fort joy, he will get hurt a little (u can heal him) but he will be stuck safe on the island.
